The news release for the event said Senate Concurrent Resolution No. 1615 would reassert the state of Kansas’ sovereignty rights under the 10th Amendment to the US Constitution:

The resolution seeks to refocus the federal government’s attention on the the rights of the citizens and states that were understood at the formation of this nation, and re-emphasized in the Bill of Rights in the10th Amendment , for more than two hundred years. The resolution makes it clear that Kansas and its citizens will not look kindly upon any further unconstitutional abuses of power by the federal government.
